About the Baliwag Water District

The primary reason for the conception of the Baliwag Water District (BWD) was to solve the growing water problem of the town of Baliwag. Established in 1989, the BWD is a government owned and controlled corporation which primarily deals with providing potable, adequate, and affordable water to its customers.

The district’s vision is to be a world-class water utility that provides excellent service and to lead the industry through innovations, sustainable development, and environmental protection in partnership with the community.

Currently, the scope of the quality management system encompasses the production and distribution of potable water, the collection/treatment of septage, and the disposal of end products. Maintaining 7 pumping stations, 8 boosters stations, and 12 storage facilities and supplying 41,088 service connections and 36,874 active connections, the BWD is dedicated to continuously improving its facilities to further develop its services in the name of professionalism and public service.

Lastly, the Baliwag Water District values the importance of providing adequate potable water and proper sanitation service in compliance with the Philippine National Standard for Drinking Water and other statutory requirements for the continued social-economic growth of the community.

Project Summary

The Baliwag Water District had been operating on an older SCADA system that lacked the capabilities needed to properly manage the facility. Operators had to manually monitor and control the Tarcan pumping station, relying on traditional logbooks to record daily parameters.

This manual process often caused inefficiencies and occasional errors. To address these challenges, the district wanted a modern SCADA solution that was easy to use, supported phased upgrades, and delivered advanced, intuitive graphics.

They partnered with FS Automation and Solutions Inc., a global system integrator with an office in the Philippines. Realized Benefits

The Baliwag Water District realized many benefits from using Mitsubishi Electric Iconics Digital Solutions’ software. Operators can now conveniently monitor and control the pumping station remotely from the BWD headquarters, while also tracking crucial operational KPIs such as pump status and variable frequency drive (VFD) parameters. Reporting from booster stations has improved significantly, and the system now generates real-time daily reports with automatic parameter recording—all configured within the GENESIS SCADA system.

With greater operational visibility, the district has been able to:
